Director of Human Resources
Reports to: Vice President for Finance & Administration
Job Description
Under the general direction and supervision of the Vice President for Finance and Administration, this position is responsible for directing and coordinating the human resources operations, services, and systems for the College. Work relates to all phases of a centralized human resources/personnel function, including recruitment, employment, deployment, workplace well-being, compensation/benefits, training/development, safety, performance evaluation, discipline, and grievance resolution for the Reinhardt College work force. This position coordinates and collaborates with other College administrators, supervisors and staff in regards to human resources services and operations, and maintains contact with local, state, and Federal agencies and private entities in the definition and delivery of human resources services.
Job Responsibilities
- Direct and coordinate all aspects of the Human Resources Office including, employment, classification, training and development, negotiations, compensation and benefits.
- Create and promote a positive image for the Human Resources function on campus.
- Serve as the voice of the College in communicating the reasons for institutional policies and procedures to employees in a positive manner.
- Ensure adequate staffing within work force by addressing issues of workload, appropriate work force increases/decreases, and forecasting/planning for shifts in work force.
- Assure compliance with Federal, state, and local regulations relating to employment practices and wage and salary administration.
- Administer the approved wage, salary/benefits, and employee classification and performance evaluation programs for the College for all employee groups.
- Conduct comprehensive salary market analysis on employee positions for faculty and staff positions as needed.
- Develop and provide staff development/in-service education and informational programs for College personnel in areas such as new employee orientation, pre-retirement seminars, and other human resources areas.
- Ensure proper storage, retrieval and disposal of confidential HR/personnel records and documents.
- Assure retention, security, and control of relevant and meaningful data pertaining to College employees, former employees and applicants, and control the release of such information.
- Develop and implement information systems enhancements of human resource functions for the purposes of improved efficiency, accuracy, and decision-making.
- Advise College administration of human resource trends, problems, and policies; develop and present reports and policy recommendations as appropriate or requested.
- Engender an environment in which College policies and practices are applied with consistency, equity, and fairness to the employee as well as the College.
- Investigate incidents, complaints, and grievances involving human resources issues and employee relations matters. Determine relevant facts and make recommendations as appropriate.
- Develop and maintain a comprehensive staff handbook.
- Actively promote, support and participate in all College policies, practices, and procedures designed to enhance the inclusion, involvement and retention of racial, cultural, and ethnic minorities, women, and other historically under-represented groups.
- Participate on various College committees and perform other job-related essential functions as assigned.
Knowledge, Skills and Abilities
- Considerable and current knowledge of and experience with local, state and Federal rules and regulations affecting the operation of a modern human resources/personnel system, and experience with employee compensation (salary/benefit) issues and legislation effecting the administration of such systems.
- Ability to read, analyze, and interpret general business and professional journals, financial reports, legal documents, technical procedures, and government rules/regulations pertaining to the human resource/personnel field.
- Knowledge, skill and ability to plan, supervise and evaluate the work of subordinates; communicate effectively orally and in writing; establish/maintain effective working relationships; develop and implement HR/personnel policies and procedures.
Minimum Qualifications
Baccalaureate degree from an accredited four-year college or university in Human Resource management, business or personnel/public administration, industrial relations or related field (graduate degree preferred); five (5) years progressively responsible/recent human resource experience, including three (3) years experience in human resource administration/management (experience in post-secondary education preferred). Demonstrated innovative leadership with analytical and team building skills; ability to relate to all levels of staff; sensitivity to staff diversity issues; and the ability to enhance a sense of community among the work force (SHRM certification at PHR or SPHR level preferred).
